Even if we can just upload a PDF for future reference, it doesn't need all the features. We just need a flat 2D frame for the signage, paper type, margin, trim, and bleed size of paper products. Quantity price breaks work similarly to apparel price breaks. So you'd be taking parts of both Apparel Products and Signage Products to make Paper Products.
