Allow "completed" orders to be changed back to open orders & keep items on work orders

Often times, orders get marked as complete accidentally, or sometimes orders need to be corrected or adjusted after initially being marked complete. It would be helpful if we could re-open orders ourselves. It would also be helpful for items to remain on work orders, regardless if they were complete or not. Sometimes, we need to reference older work orders for production purposes, but items will be missing because the orders were complete - which is confusing on our end.
