Is it possible to set up a maximum cart limit for clients that want to offer their employees just 1 free item with out having to issue a gift certificate or coupon?

This would be SO helpful - A lot of clients are wanting to offer this right now.

Our two solutions are 1) gift cards/coupons or 2) putting the item at $0 and billing the client later.
