Allow for freight calculation using our integrated courier rates (UPS) but limiting to select locations. Similar to being able to set a price associated with a pick-up option, could we limit what addresses the user is allowed to ship to?

ie. Our client wants to control all orders being shipped to approved office addresses only. Each branch has their own budget, and is paying their own freight.
