Send saved shopping carts to a Proposal

A great feature would be the option to take saved shopping carts or uploaded customer designs and be able to put together a proposal to send out to that customer "hey, saw you left this in your cart and wanted to see if you're still interested. If so, I've applied a small discount to help out" Boom! Sale on an otherwise abandoned cart :)

With required email address or phone number from customer - nothing worse than seeing a shopping cart(s) with no contact info to follow-up.
Then we can send a reminder that a store will close (ie spirit wear store for school) and parents miss out. We get phone calls for days afterwards to add product and we have to tell them no.
